I have a PBI dataset that it is connteced to Synpse.
When I open the report on my desktop I can easily refresh the data so the credential is fine.
However, when I try to refresh it through Powerbi Service I will recieve the following error and it does not work.
using personal account is not a best practice. use a service account instead.
I had a case at a customer where authentication tokens for personal accounts expire every 24 hours therefore the token saved on power bi service is valid today but not tomorrow giving refresh errors like the one you're seeing right now. to be honest I'm not sure it's your case, anyway a service account it's a better solution.
Synapse's firewall is under networking section.
By default it has an "allowall" rule but if it's disabled, you need to "allow azure services".
again I would expect a different error if it'd be a firewall issue let's search everything.

yes I mean credentials setup under settings.
are those credentials the same?
are you using a user with MFA?
do you have any kind of firewall rules active on synapse?
I am using my personal account that needs MFA

If you are asking about the PBI dataset setting then the answer is yes
