I would like to know if it is possible to store the scheduled refresh history as an archived file in text format. I would like to keep a complete data refresh history of my datasets. I have a Premium license and my environment is on the cloud.
Another question, is it possible to allow a user other than administrator to see the refresh history by putting the dates and times of the start and end of the dataset refresh.

Depending on the level of refresh that you are looking for, you will probably want "Get Refreshables" or "Get Refreshables for Capacity" from the Admin section.

I believe that a Member level person (in the Workspace) can see the refresh schedule. Therefore, they wouldn't have to be a full admin.
That said, the interesting thing is HOW to get that refresh schedule out. I think that the best way would be to use the API to get the refresh history and then either manually or with Power Automate (or some other method of preference) to copy off that refresh history and then you could keep appending that and have the history for a long period of time.
