Local Image not exporting to pdf

Hi!  I have a report on which I've embedded customer logos; the logos are stored on a local drive, and I've put together an Excel spreadsheet to hold the embed codes generated from OneDrive.

It displays well on Desktop and Service, and pdfs fine from Desktop, but when pdf'ing from Service, the logo shows as a grey square with an "X" shield in the middle:

How can I get this to pdf in Service, please?
