Issues when Refreshing a Card in Power BI Service

Hi all. 

I've got one issue that I've never seen before. I have several cards with measures but sometimes the value appears as "(BLANK)". I can manually click on the "Refresh Visuals" arrow in Power BI service and will randomly get to show some/all the measures correctly. Because I want to create a suscription with this report, I need it to show the value all the time. 

Has someone experienced this issue before? All posts that I see have been related to data refreshes, but this is more of a visual refresh type of issue in my mind.
