Issue with permissions

Hello.

I need some help on permissions plead. Read I went through all  Microsoft webs but still I do need the clarification. 

I'm Admin and granted a sharing access to a workspace viewer. The workspace contains several reports.  The viewer shared some of the reports with his team via outlook link and some of them can see the report straight away another have to request the access read? Questions:

1. If you dont' have a Power BI pro can you still see shared reports?

2. Once reports is shared, does the viewer need to share it every month once updated?

3. Why some of shared with users the has to request the access to read the reports and some of them not? Permissions and settings are the same in all reports. 

3. Can I find somewhere the permissions explanation  on read & shared permissions (not admin,viewer, member)?

Here’s my personal opinion on your several questions:

  1. No, you can't open the shared reports without a pro license unless you're in a premium capacity.
  2. According to my test, the viewer of your report can automatically view the latest updated report after a page refresh. And the link will not be invalid unless you deleted it manually.

  1. I think it’s related to the tenant these end-users are located in, the end-users outside your own tenant may encounter into this problem because of the link you selected or the tenant settings, you should check.

When they requested read access to your report, you can go to the “Manage permission”->” Advanced”->” Pending” to allow the pending requests:
