Issue with guest user access to a workspace
Have a customer with an issue sharing a workspace with a guest user.
1. Power BI P1 capacity.
2. All admin options for external accounts verified working. External Entra ID accounts allowed organization wide and all sharing set to allow except 'browse fabric'.
3. Guest user invited through Entra ID portal. Shows up in M365 admin portal as well.
4. No license. Should not need due to being P1 Capacity.
Customer is trying to share a workspace through 'manage access'.
Add people or groups and the guest user is added as a viewer.
When the guest user logs into app.powerbi.com the 'from external org' doesn't always show up and when it does it only shows 'my workspace' and the customer name.
The workspace that was granted 'viewer' access does not show up.
I've went to about and pulled the portal url with the customer's tenant ID and same issue shows.
I'm testing this as admin in Power BI as well as using another account as guest.
I'm not a 'power bi' admin; just trying to help this customer out. I have no idea if the workspace is set up correctly; they say they've added guest users to this workspace before.
After much research I believe all settings in the BI tenant are correct.
Is there a long wait-time for this like similar issues in say Exchange portal/etc?
Is there a setting IN the workspace that needs to be set. All internal users can access (verified with an internal account).
Any ideas?

Hi dwltch
Can you please double check that the following settings are enabled in the admin portal settings?
There is also a link in how you can try use the app URL, including the tenant ID, for the external user to test to see if they can then see the reports. Distribute content to external guest users with Microsoft Entra B2B - Power BI | Microsoft Learn

GilbertQ,
I went through those settings and changed these two settings;
The others were set correctly per your post.
I waited about 30 minutes and re-authenticated to the portal with my guest user account. I still don't see that workspace.
I tried the link according to the MS document and same; nothing showing but 'my workspace'.
Could this be an issue with the workspace itself? The customer stated they shared this externally with another user before; that user left and this new user is now needing access. Sharing is broken.
Any other ideas? Time for a ticket to Microsoft maybe?

So a follow up:
The customer's guest user can now access. My guest account still cannot but I'll consider this a win.
