Hi everyone,
I was following the steps shown in this YouTube video: https://www.youtube.com/watch?v=5IdkGBU4nDk to create a semantic model and a report directly in Power BI Service (without using Desktop).
After clicking “Create a report”, I encountered the following message:
Has anyone experienced this before?
Thanks in advance for your help!

Hi @syl-ade ,
I tried using the same dataset on my end and was able to make a report without any trouble. Could you let me know where you're trying to create it like in My Workspace or somewhere else?
When I uploaded the Excel file directly, everything worked fine, so maybe give that a shot. I’m also sharing a screenshot here for reference. If it’s still not working, just share a few more details and I’ll take another look.
Thank you.
Hi @syl-ade ,
That message usually appears when the model is created successfully, but the Service isn’t able to finish one of the validation steps in the background. It often happens when the initial load of the schema doesn’t fully complete or when the workspace permissions don’t give the model everything it needs to finalize. The best way to move past it is to open the semantic model, run a manual refresh, and see whether the Service reports anything back. After that, try making a small change in the model, such as adding a simple measure, and save it. That forces the model to finish any pending steps that didn’t register during creation.
If you’re working in a workspace where your role doesn’t include Build or Member access, that can also cause this prompt because you can create the model but the Service can’t finish configuring it. It’s also worth checking whether the model is tied to a gateway if the source requires one, since the Service will show this message when a gateway is missing or not assigned.
Once the model refreshes cleanly and saves at least once, the report creation step normally works without the warning. If the message still appears, opening the model view will usually reveal whether a table or field didn’t load correctly. After these checks, you should be able to continue building the report without running into the same issue again.
Thank you.
I tried refreshing, but the semantic model seems to be empty. I did not get any specific warning why this happened.
The problem occurs when I connect to the data source and instead of creating a report with semantic model I decide to tranform the data first. I merge 2 tables succesfully and then I click "Create a report" which should lead to semantic model creation and report creation, but the model is empty.

This happens when:
- I try to Transform data (merge tables) and then create a semantic model (or semantic model and report at the same time)
- I try to create a semantic model and report at the same time without transforming data
I succesfully created a semantic model by skipping "Transform" step (not merging tables) and by choosing to create only the semantic model (without report).
The data source I'm using is this one: https://radacad.com/files/AdventureWorksDW2012.xlsx
Generally, the problem occurs when I merge tables.

Hi @syl-ade ,
I'm not aware of what this setup problems may be, but I advise you first to do a refresh on the semantic model and see if there are any errors being pushed, then enter the semantic model and try to edit the model, just add a measure that returns 1 for example just to force the model to be saved.
Then retry the create report option.
