Is there Power BI Premium for developers?
How can developers prototype or demo Premium features for clients without purchasing a Premium license first?

asocorro Just to circle up here for others, but I'm pretty sure you got your answer via twitter.
The A sku for embedded provides you the ability to test out Premium features. In the case where you would want to also test out the new paginated report features it will currently require an A4 license as that is equivalent to a P1. These are usage based licenses, so you can spool them up to test/dev and turn them off until you need them.
