I'm assuming so,
I've been looking through the security white papers (https://docs.microsoft.com/en-us/power-bi/guidance/whitepaper-powerbi-security) though have seen it explicitly called out.
In this case, it's PowerBi service refreshing data from a csv in ADLS Gen1 in this case. For our threat modeling, I'm looking to ensure there're no vulnerabilities in regards to sniffing.

I think so, but you have to be aware that I'm not an MSFT employee, for this reason, I recommend that you will doublecheck with the MSFT product group.
