Is F16 enough for my needs?
Hello everyone,
We are currently using PowerBI compute and all users in our organization are on Microsoft 365 E5, which means everyone already has a Power BI Pro license.
As an organization, we would like to leverage some Power BI Premium features-mainly:
- Exporting and distributing reports as PDFs attached to the email
- More frequent dataset refreshes
- Report embedding
Given that we have a relatively large user base (200+ users) and everyone already has a Pro license, I am considering Power BI Premium per capacity, specifically F16 / EM2 / A2 instead of PPU due to budget.
My question is: would this capacity be sufficient to unlock and use the required Premium features? (let’s ignore compute performance and focus purely on feature availability).
I am a bit confused because some documentation suggests that F64 is required, which would be outside of our budget.
Any clarification or guidance would be greatly appreciated.

Any F-Sku would work. There are other features that F64 provides, like distribute report to user without Pro license.
However, whether F16 is enough for compute, depends on how big your semantic models are, how many people accessing the reports and how many email subscriptions with pdf needed.

Subscriptions are extremely compute intensive and can easily overwhelm your F16, especially if you include the full report.
