Implementation of Power BI
So here is my analysis to start, first we have to install Power BI desktop and then use Pro account. With help of Power BI service we can create reports and dashboards. And this Power BI service either can be embedded or Publish to web? If we go for Power BI service embedded then our data is secure. I see Power BI REST API as a connector or just an application. So it can be easily accessed with Pro account right?

You've gotten some great advice.
One way of sharing that you shouldn't ignore is via workspaces and apps. If you're creating reports and dashboards for external customers, embedding is a great option. If you want to embed Power BI into your own product or site, then embedding is great option. But if your plan is to create dashboards and reports and share/collaborate within your organization, you can do this using apps and workspaces.
To share and collaborate with workspaces and apps, your users will need Pro accounts. If your organization is big, it may make sense to spring for a Premium license instead. With Premium, you'll need Pro accounts for people creating content and everyone else can see and collaborate without needing Pro account -- IF the content is in Premium capacity.
