How to create a group and assign RLS in Power BI Service?

I have over 1600 users that I want to assign RLS.  I have set up the RLS configuration on my Power BI Desktop and everything works fine.  However, I understand that the 2nd step is to assign RLS security on the Power BI Service Portal as outlined in Microsoft's documentation (see link below).

However, the use case outlined in Microsoft's documentation only provides examples where you add members one at a time.  How can I a batch of users at one time?
