How to change Tenant
I would like to know whether it is possible to merge two different domains into a single one. I need to consolidate all the Power BI assets I currently have into just one domain.
Alternatively, is there an option to download the files and then upload them to the workspace of my choice?

That is a task you need to take up with your Microsoft support contact. Are these tenants even in the same region?
Do you think that if I contact support, they will be able to handle this situation for me?
