How or can I access timezone set in my Power BI Service tenet

There is a well-written blog post on how to achieve a local DST adjusted timestamp in Power BI Service.  My question is why do I have to go through all those hoops when organization's service tenent has a local time zone property associated with it?  See below.  The time zone is clearly identified from the Help>About dialog.  Am I missing something?

That time zone is inferred by the browser based on your PC's settings. The Power BI service always only works on UTC.
