Based on my test, you need to make sure your members in your workspace have edit permission that they could see the Dataflow:

I had this situation recently and my solution was to grant the user VIEWER access to the workspace. The user is able to connect to the dataflows in the workspace but not edit nor refresh them.

So You can't share a single Dataflow ? Viewers can access all the dataflows on the worspace ...
