    The recommended approach is to publish the report using a licensed account (or workspace with Premium capacity) and then configure the dataset credentials in Data source settings to use the technical account or a service principal that has access to the ADLS Gen2 storage. This way the dataset refresh can authenticate to ADLS using the technical identity while the publishing requirement is still met.

Hi jip34, 

 

rohit1991 is correct. After you publish the report with your licensed account, go to the semantic model settings and set up the datasource connections to use an account that has permissions on the ADLS storage.
