External users unable to export to excel
We have users internally as well as some external users (Without Pro-License). The option of Export to Excel was working fine with both the users but recently, the external users recieved the error while exporting any visual to excel from Power BI service app which has dedicated premium capacity. We have all the settings enabled for them except the admin tenant setting "Allow external guest users to edit and manage content in the organization" as this is the settings which has been disabled at organizational level.
P.S. As we are using our companies dedicated premium capacity, we do not want our users to purchase pro-license additionally.

This is nothing to do with licence. You would need to enable the option.The Power BI Admin Portal provides the setting to restrict external users get a constrained read-only experience, meaning the externals can only view the report and dashboard but not allow to access to dataset including exporting.

Thank you Paul for your immediate response. However i researched the same settings and came with the below fact that the users will need pro-license even after enabling the said amin tenant settings. Also, i checked with Microsoft support team and they also said that the external users will need pro-license. I wanted to make sure before asking my admin to on this setting.

I was reading your post and out of curiousity, I have 2 questions -
1. Any idea why it was working fine for your external users (without Pro license) some time back and why it stopped working recently?
2. Also, the setting "edit and manage content" is for editing the content, any idea why "export to excel" shouldn't work in this case?
