External Email Subscription with Premium per User License
Hello,
I have Premium per User license and I want to create email subsription. The recipients will be external users and I want to attach PDF. However, I get the error "You need Premium license" for this feature. I already have premium license.
I would be more than happy if someone can assists me on this. Thanks for your time.

You can subscribe external users to a report or dashboard if your report or dashboard is hosted in a Premium capacity. B2B guest users can't add subscriptions for external users.
If you subscribe external users to a report or dashboard, they'll receive a share notification immediately after you select Save in the subscription pane. This notification is sent only to external users, not internal users, because external users require an invitation link to view the report or dashboard.
Premium Per User workspaces don't qualify as Premium capacity workspaces.
Sharing content with a colleague outside of your domain doesn't require a Premium capacity. For example, if you're [email protected], you can share with [email protected], but you can't subscribe [email protected], unless that content is hosted in a Premium capacity.

If you have a Premium Per User license you should be able to send the email subscription to people. Did you onboard the external user to your Azure AD as a guest user, can you select them?
It would be good if you provide some screenshot and more details, then we can help you for sure.
I am trying to add reciepients under "Subscriptions" menu, by writing their email addresses. You can have a look at the screenshot below.
