Possible causes could include specific configurations within the report itself (like row-level security or specific visual settings), a temporary glitch in the Power BI service, a browser-related issue (cache, extensions), or a problem with the dataset connection.     I want to thank Poojara_D12 for the detailed and helpful response. Great insights were shared. Building on those suggestions, I’d like to add a few additional points that might help narrow down the cause of the missing Export Data option in your report:

    • Navigate to the report settings in Power BI Service. Under Visual Options, make sure that "Show visual header in reading view" is enabled. This will allow users to view the ellipsis menu (… icon) on visuals, where the Export Data option is located.
    • In Power BI Service, go to the dataset > Manage Permissions. Ensure that the relevant users/groups have at least Read and Build permissions.
    • If the dataset uses Direct Query, and the visual is complex (e.g., involving custom measures), Exporting Underlying Data may be blocked. Some live connections (e.g., Analysis Services) also restrict detailed data export based on the underlying model’s permissions.
    • Sometimes, certain visuals (like custom visuals or composite visuals) do not support exporting data. Create a simple Table or Matrix visual with the same data. Check if the Export Data option appears there.

    Thank you for your suggestions v-ssriganesh and Poojara_D12. I've tried them all and in the end the only solution was to rebuild all tables and matrixes in a different (clean/new) report and then copy them to my report. I still do not understand what the issues was but now I can download the data... very strange.
