Export data is not working
I answer to myself 🙂 Problem was table/matrix did not have any "name"
I renamed those three dots to "Table" and now export to Excel works as it should

In the report settings, that allow for export, was that set that way BEFORE the first publish? if not, you will have to delete the published report, and then re-publish. But, if it was there is another setting - in the Workspace, on the report itsel, in the settings option, you can de-select the Export data option there as well. Is that one set to not export?
Thank you! I re-published my report with different name. I published it to an another workspace. No changes -> export fails. Both reports has this option selected.

Yes, datasource is a tabular model with row level security. Other reports in same workspace with same tabular model datasource exports data fine. This one report created with December 2022 version is the problem.
This December 2022 version-report creates export-file like this and Excel can not open it.
Old reports creates files like this -> Excel can open them
