Everything is broken
The service started working shortly after I posted this. Or at least basic functionality returned. I still get very frequent data refresh failures, but I can usually work around that.

I have been using the Power BI Service today and not had any issues. I do have a dataset that is refreshing Google Analytics data and that too is working as per normal.
It would appear that with so many things not working, I would suggest a possible reboot of your PC? And possibly to ask the networking guys if there are any network issues, as it does appear that it is all related to connectivity and moving data around.

What is the location of your Power BI Service?
It would appear to me that it might be network related issues from your network to the Power BI Service, if you are often experiencing data refresh issues.
As I have not read anywhere else that there is a Power BI Service issue.
