Hi @lizzietompsett,
From your description, the issue occurs only for one specific report when you publish report from desktop to Power BI service, right?
Does the report already published to the same workspace on Power BI service before? Please publish the report via Get Data -> Files on Power BI service to see if the same error occurs.
Best Regards,
Qiuyun Yu
Thank you Qiuyun Yu and Vicky for your guidance.
I tried the Get Data - replace the files and the problem is resolved. Hooray!!! 🙂
I am so grateful for your help in such a quick timeframe.

I have attempted this solution but it does not work in my case.
I get this message when I try to overwrite the conflicted file:
Is there a way to remove this file from "Onedrive refresh"?
Got the same problem again, any solution found?
