I'd like to suggest you ask your tenant admin to ensure you have permission to create group workspace.

Manage who can create Office 365 Groups

If you mean new version of workspace, please check following link to ensure your admin has enabled this feature.

I tried creating a new workspace but got a mesage that I need to contact a tenant admin. 

At this point I dont really care whether I can or not to use my company's account. How can try embedded Power BI at my own expense?

Maybe you can consider create a trial tenant for testing.
