Enabled Filled Map

from my experience, there are three places to check if the mapping visuals are disappearing:

• Power BI Desktop -> File -> Options and settings -> Settings -> Global -> Security
  Check if the option Map and Filled Map visuals
  is checked
• Power BI Service -> Admin portal -> Tenant settings -> Integration settings
  Check if the option: Map and filled map visuals
  is enabled

The third option that can prevent maps from appearing in the Power BI Desktop is more difficult to track down, if you encounter the issue in your work environment then it might has happened that your firewall team has blocked traffic from/to various sites. The map visuals are getting the maps from a "third party" (from a technical perspective) everythings seems to be okay except the map visuals.
Unfortunately, I did not find the Microsoft site that lists the sites that are visited.

If you are working from home and use a VPN, maybe you can disable the VPN and check again, or simply switch to mobile wifi. It's also possible to monitor network traffic using tools likke Fiddler, but this can become more complex.
