Embed Code link for publish to web dashboard report accessibility issue - PowerBILicense
Hi,
A couple of the reports that I have within my organization, where an Embed code link was produced publish to web (public) is producing an error saying 'This content isn't available'. And I found further message that states 'Warning: This embed code is disabled because the owner does not have a valid license to access the report.'
Since I joined we use a general account for our PowerBI dashboards. However a few of the dashboard reports before me were created and published through another colleagues account. Both accounts had the PowerBI Pro License.
When the dashboard started this error today, I went to check the licenses assigned to users, as the reports erroring are the ones from the coleagues account. The PowerBI license was no longer listed as assigned to his acocunt (which was strange as no one in admin had made any changes when i queried). I had this rectifired and had the account re-licensed with the PowerBI Pro.
However even after a few hours, the reports are producing the same error message. I have checked and applied where necessary all the troubleshoots from other forums and still no success. In tenant settings the 'Publish to web' is enabled, and both 'Block Public Internet Access first' and 'Azure Private Link' are disabled.
I even disabled the Publsih to web and re-enabled it to see if that would work and still no changes.
The status of all embed codes are displaying as 'Active' and I can see the report as normal in the normal workspace (not the embed link)
Anyone else experienced this and solutions to resolve this issue would be much appreicated...
Hi Akash_Varuna, tried those already, to re-generate the embed code I would have to delete the existing ones which I wanted to avoid. Especially since the error message did't feel that deleting them guarantee 100% success.
The issue has been resolved however, in summary: When the colleagues account was re-licensed with PowerBI Pro, within that window where his license was gone PowerBI had put his account into a free trial state. Got my IT team to access his account and it was stating the accout was in Free Trial even though a Pro license was assigned. Just had to cancel that free trial and refresh and then PowerBI recognized his account as a Pro license and dashboards via the publish to web (public) are now viewable.

Hi BurnaBI I think the issue arises because the original owner loses their license or access to the report. You can try re-assigning ownership of the reports, re-generating the embed code, and ensuring the re-licensed account has proper workspace access. If the problem persists, verify Publish to web settings and contact Microsoft Support.

- Update your website with the newly created embed code.
- Verify that all the embed codes in use are active and have not been flagged.

- Confirm that the account managing these embed codes has an active Power BI Pro license and the necessary permissions to publish reports online.
