I have a URL's :
I have a slicer ( Values: SFP.R.11.11, SFP.R.11.12, SFP.R.11.13,... ).
I created a dynamic measure which changes based on the slicer value.
1st Q: Can we create a dynamic measures in Text Visual in the Power BI?
Ex., I have a text Visual have a word - SFP.R.11.11 ( I applied 1st URL on this word )
if i change slicer value to SFP.R.11.12 then the text visual shows SFP.R.11.12 and 2nd URL need to apllied like dynamic ---- is it possible.
2nd Q: I am exporting report in .pdf format. after exporting i want those dynamic/Static URL's need to clickable, active and get that URL page.
Whatever URL's used/applied in the text visual & table visual are active, clickable after exporting report in .pdf format.
Note: I don't want to show URL in any visual like below
I just want to apply or USE URL's like SFP.R.11.12
Process 2: I have created a card -- showing a Dynamic text
on the above card visual i place a button for the purpose of Dynamic URL. Here a proble i am facing. the Dynamic URL is working as expected in the Power Desktop & Service but after exporting the report as .pdf format the URL links are not active or not able to clickable.
Process 3: I have used dynamic URL's in the table visual but here the visual is the problem by having a Column header. Space of the visual need to be aligned with other visual that would be a manula process.
So, What is the best to show Dynamic URL's & Dynamic Text chnages based on the Slicer Values and those URL's must & should be active/Clickable after exporting the report in the .pdf format.

For the first question
In Power BI, text Visual is static by design and slicer selection will not have any influence on it.
If you want the value to change based on slicer selection then we have to use card visual tied with dax query for that functionality.

For the second question
To get the short link like you are looking for text visual comes in place, but for integrating them both we don’t have a straight forward solution.
I would suggest to raise a request here https://ideas.fabric.microsoft.com/ if you feel your requirement is very important.
