I think I finally found a cause of the problem.
It looks like my EMAIL PROVIDER is blocking those "Yes, it's me" emails.
So I don't even get them in Junk folder - they are filtered out before coming to my mailbox.
That's not cool since I don't know what other emails they are blocking...
I'll figure it out with them - but it has nothing to do with Power BI.

@team_steve My issue is different because I don't get ANY e-mail.
I just get a web page asking to enter my details including a verification code. An email never arrives.
@v-qiuyu-msft Another info that might be helpful is that my domain "intel-biz.com" is a new domain. I have purchased it about two weeks ago. But my email IS working and I get other emails, including other Microsoft services such as Visual Studio.
Also, I don't get a verification email from Power Flow...
Hope this additional info helps find the cause.

I have just the same issue. I'm trying to signup from a work account without an 365 tenent.
First I recieve an email titled 'Finish signing up for Microsoft Power BI'. When I click the link in the email I'm asked for FirstName LastName Password and a Verification Code to complete sign up. It says the code has been emailed, but it has not - I've check junk, clutter etc. So I cannot sign up for Power BI 😞
