Disable My workspace

Hi. I'm sorry but as long as they have Pro or Free Power Bi license, they can use My Workspace. You can talk with the users to announce that and monitor that on the activity log. There is no way to remove "My Workspace" for now in Power Bi service for a user.

You can use activity log that shows the power bi activity. Connecting the Rest API to store data and check historically https://docs.microsoft.com/en-us/rest/api/power-bi/admin/getactivityevents
You can also turn on a "Usage Metrcis" that use that dataset in Power Bi Service. I have read that there is a way to connect there saving a copy to show all workspaces instead of only the one with the report you have turn metrics on. That last option is not historical, it will only show last 30 days.
Those options can help you understand if a Report Was Created. You can build a page only showing "My Workspaces" that will be tedious the first time, but then it might be handy at the end.
