Hi All,
Though I have admin access on all my workspaces and pipeline and I have 20 datasets of azure sql DB, I am not able to create rules under deployment settings. can anyone share, why this is happening? is there any connection with azure storage account access? in second picture, there was warning message in azure connections tab. please share some ideas.

There are some restrictions you need to be aware of when creating a deployment rule , I noticed that your “Deployment Rules” column does not have any datasets or other content. May be you need to check if your whole process touches some restrictions so that you don't have access.
As the following shows, you can see some restrictions:

1. Do you have any dataset in this specific WS?
2. If so, are those datasets connected to your azure sql DB?
3. Lastly, since you have to be the owner of artifacts you'd like to create rules on, could you verify you are the owner.
In case all the above are in place, please open a bug.
