We have three Premium Workspaces set up Dev Test and Prod
The person trying to set up the deployment pipeline is an admin of all three workspaces
When we create the pipeline and select the workspace, these workspaces arent in the list.
Also when we go into the workspace we cant see 'Create a pipeline' link
We have looked at the documentation and seem to be hitting the criteria
You have one of the following Premium licenses:
You're a Power BI Pro user, and you belong to an organization that has Premium capacity.
You're an admin of a new workspace experience.
The only one we can see thats not known is that the workspace cant be in another pipeline, but the assumption is that the admin should be able to see this pipeline if that was the case.
So if anyone has any ideas on what we can check that would be great

First, verify that the workspaces are assigned to a Premium capacity. If that's not the case, you can't assign them as deployment pipelines are a Premium feature.
if they are, the only other option is that they are already assigned to a pipeline that the WS admin don't have access to. I would go and check with the other WS admins, as someone had to assign them to a pipeline and it must be an admin.
It did turn out that the workspace was already deployed to another Pipeline. But It was difficult to find someone who had the access and it turned out that the person looking after the workspace with admin didnt have rights.
It would be really useful if Power BI Workspace showed that its already in a pipeline so the users can know whats going on

Hi Debbie, how were you able to see what other pipeline the workspace was deployed to? I'm running into the same issue as you.
Ask your tenant admin to run this for you

Has any of the workspaces been renamed recently? Can you afford to drop and rebuild the offending workspace?
