Datasets access in the Premium Capacity

I am not sure that I agree with your original statement. Just because somebody has an "admin" role at some level does not necessarily mean that they can actually see data. They may see that a Workspace exists, or perhaps that dataset exists but that doesn't automatically give them rights to the data itself or to even see the reports. Ironically, an admin may be able to delete some of those items, but never see the actual data.

The part about the Microsoft folks - I guess that theoretically there are Microsoft employees that can get to the data but I do know that there is a Microsoft Government tenant available to government entities and I would think that for that to be secure there is something about how Microsoft folks can NOT get to the data. I didn't look for that information but I know it is out there.
