Dataset Refresh not starting on time

I have scheduled a data refresh of my data of my Power BI datasets at 17:00 and was estonish to see that it started at 17:31, therefore 31 minutes after the scheduled time. I was wondering if this is a normal behavior?

It's a expected. You can see below information from this article

 

When you configure a time for scheduled refresh, there can be a delay of up to one hour before it begins.
