Dashboards in Power bi don't support RLS. Keep in mind a Dashboard can contain pinned visuals from many reports and Datasets in one page, RLS are applied on the Datasets.

End users are not supposed to be added to Workspaces anyway. End Users should view Reports and Dashboards in Apps environment and from there you can give access to the Dashboard in App only(no access to Workpaces).

RLS is applied to the semantic model. once it is set, the reports, dashboards you create will take effect.
When you tile a report as a live page, the original report hides the slicer and the dashboard is not visible.
You can share the dashboards individually by linking them, or create a subscription for them.
