Create report using app dataset

Is it possible to create a report (in my own workspace) using data in an app somebody published for the organization?  I want to use the data in the app dataset because I know it's updated monthly.  I found a way to use it but I'm pretty sure it's not going to be updated when the app gets updated.  Here is my workaround:

1 - create a new report in my workspace

2 - get new data from the app

3 - once the data is available under my workspace > datasets I still can't create a report.  The only action I have is to 'Analze in Excel'.  I figure out that if you then make a copy of the dataset copy in dataset (which according to the popup up dialog is really making a copy of the 'content pack') you then get the action available to create a report using this data within power bi service.

I guess in a nutshell - can datasets be shared across apps?  I'm looking for a livelink in my workspace report to the app dataset.
