Create Alerts from Reports

It's incredibly limiting that Alerts can only be created from Dashboards.

I have a visual where I'd like to generate an email via Flow whenever a direct report logs less than 40 hours per week on my project.  Unfortunately, I have 60+ direct reports, which could make creating a dashboard showing this data... cumbersome.

If there was any way to specify for Alerts "notify me if [x] is greater than [y] per person" it would greatly improve the current implementation which simply checks yes/no does this meet the KPI requirements.  To create this visual from a report, I have to then generate 60-ish dashboard tiles as opposed to a single PowerBI visual which easily shows "did they hit 40?  Yes/No".
