Hi @Anonymous ,
It is not supported to implement your demand publishing dashboard to web in Power BI currently .There is an idea about this issue, please vote it up,https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/17303446-publish-a-power-bi-dashboard-to-web-url , to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
We also submitted this feedback to the product group internally, so that the product group can pay attention to this problem and speed up the issue repairing.
If you need to share your dashboard to your end users or customer, you can share directly or share the app to your users in Power BI Service, see: https://docs.microsoft.com/en-us/power-bi/service-share-dashboards .
Best Regards,
Amy

Hello @Anonymous ,
Is there any RLS applied? Also, please check if the report contains anything that "Publish to Web" doesn't support?
Hi ,
The report doesnt have RLS. And it is a simple report from 'SQL server' as source.
