We currently have Power BI Pro licenses for our users, and we are planning to migrate our reports into a Fabric F16 capacity (SKU).
Our end users would like to leverage Copilot features inside Power BI reports.
If we reassign the existing workspaces to Fabric capacity (F16) and grant workspace member access to users with only Power BI Pro licenses, will those users be able to use the Copilot features in reports?
Additionally, is there any challenges will be there when migrating reports from power bi pro licesnse to Fabric capacity.

In the documentation:
Paragraph 1 mentions that Copilot features can be used in reports published in an F2 SKU or higher workspace with a Power BI Pro license.
Paragraph 3, however, states that to use Copilot features in reports, an F64 or higher SKU is required, which is little bit confusing.

I know that part of the documentation is confusing, hope Microsoft will make it clearer.
Anyway, consider F64 capacity as a minimum to be able to use full features of Copilot in PBI.
Apart from this, no challenges are there to migrate to Fabric capacity.

my doubt is, if I share reports that are hosted in a Fabric workspace with capacity below F64 SKU (for example, F16) and the users have a Power BI Pro license with member access to that workspave, will they still be able to use Copilot features such as Report Page Summaries and Ask questions about your data?
