Based on the Microsoft documentation, users with Power BI Pro licenses can indeed use Copilot features in reports published to an F2 or higher capacity workspace, so your planned setup with an F16 SKU should work. The main challenge during migration is often ensuring all data sources and refresh schedules are correctly reconfigured for the new capacity.
