Control Internal Sharing

As Greg_Deckler said, it is not supported to restrict users who can share. When you configure RLS, the users that you don't give permission won't view your content though they can open your dashboard.

If you don't want to use RLS, there is not a good workaround to solve it unfortunately. You could submit an idea to get the feature fixed quickly.
