So before the latest update:
1) It took one click to switch to a different report directly from the pane on left.
2) It took 2 clicks to refresh a dataset without having to go through different screens.
But now, it's all +1 more click.
Plus when you need to refresh a dataset, you need to go to datasets, locate the dataset, refresh and then go back to whatever you were looking at before.
Before, you could be looking at a report and still refresh a dataset via 3 dots by clicking the dataset name in the left hand pane and then Refresh Now from the little menu wihtout switching a single screen.

So congrats, after BigQuery has recently become absolutely terrible to use, Power BI is slowly following.

I see that some of the accounts are missing the left hand pane with the dataset list but some have not been "downgraded" yet.
Yea, "by design", it just become worse and less efficient.

Unfortunately, this is by design. You can submit an idea for it at https://ideas.powerbi.com/forums and wait for users with the same needs as you to vote for you to help make it happen as soon as possible.
