Cannot take over Gen2 dataflow

Looks like settings are greyed out when a dataflow is unpublished. After publishing, the settings option is available in the context menu, even for those that don't own the dataflow. Ideally the interface would be able to account for this scenario so the user isn't directed to an option they don't have, but the issue is minor. It would also be good for the dataflow designer to indicate that no one can see your work until you first publish

- In Power BI Gen2 dataflows, only the person who creates the dataflow is its owner and has the right to edit it. Even if you're the workspace admin, Gen2 has stricter rules compared to Gen1, where admins could edit any dataflow.
- If you can’t edit a dataflow because it belongs to someone else, you can use the 'Take Over' option from the Dataflow Settings page to gain ownership.
- This ownership system ensures better data security and integrity, but it can become tricky if the original owner is unavailable or has left the organization.
- If you don’t see the Settings option, try refreshing the page or use a different browser to access it.
Ask the original owner to grant you access, if they are available.
