Can't open downloaded excel file

Do you mean you opn the excel you download , then it returns an error.Right?
First, if you have the Export data button on the Power BI Service, it means you have build permission on the dataset.
For opening Excel file error you can try checking:
(1) Whether the account logged in to Excel is the same as your Power BI account
(2)Check for the presence of related to permissions.

Thank you for your quick response,
What I meant is clicking the options in the table view Icon, inside the PBI report, and export to Excel (Export data):
Export as Excel file:
Then I try to open that Excel file and it won't let me.
It says that my user does not have permissions to that information
