Can someone please explain me why I get empty maps when using the geo data from the attached Excel file?

I read all the tricks and tips, but all I get is an empty map.
This used to be working but now it doesn't.

The thing is: All those cities are in PORTUGAL!
Not in the US, Brazil, Mexico, India, etc...
Hi, the question is marked as solved ... but what is the solution. If all the cities are in Portugal what was down to 'encourage' Bing Maps to find the correct city?
