We have purchased a premium license and we want all workspaces use premium capacity.
Is it possible to verify or audit that this is being done without the auditor being a tenant admin?

If you go to your capacity in the Admin Portal in Power BI (you have to be a Service Administrator or a Capacity Admin), you can do 2 things, where option 2 is the exact answer to your question.
1) Give The entire organization assignment permissions, that way users can choose if their workspace is in Premium. This will not result in the current workspaces to be assigned to Premium capacity.
2) Go to Assign Workspaces
And after that select The entire organization's workspaces:
This will result in the Premium capacity being the default capacity.
