ArcGIS for Power BI - Possible to add layers once published?

So I'm working with ArcGIS. I am aware of the process of creating layers in ArcGIS and how to add them to my map.

My question is if it's possible to add the layers once the report is published? I would test this myself but I can't publish my report without my group seeing it and I'm supposed to keep this report on the down low until it's complete.

In other words, is this menu available after publishing?

It seems possible, although I don't have an ArcGIS account to test, according to the information on the official website(see below), in edit mode, that tool is available.
