Ability to configure a dataflow for self serve community

Hello,

I am in a centralised support function within the IT data team. We are building a data platform for analytical data access. We ingest from the data sources and clean and conform data, we then make it available for consumption and enable our community of Power BI pros to use this data.

We are not going to enable the community to directly query the platform, we want to ensure consistency of reports so are looking to make data available through Power BI service / workspaces.

If we use data flows then it potentially leaves the community to configure the data (i.e. to remove implicit measures, to configure the sort-by columns as necessary, etc.) I am aware that tabular editor can be set to create rules which would configure these aspects, and that Tabular Editor can link to Azure DevOps to be included in a pipeline. I am not sure if this approach would lead to configured data flows. 

We've used endorsed datasets to make schemas available (multiple tables and their relationships). Is this also the best approach for making individual tables available too? What would people recommend.

Ideally we want to make connecting to data as easy as possible for our community and improve consistency of reports in the organisation.

I think that for individual tables you will probably need to create a template.  This is a good starting point url: https://docs.microsoft.com/en-us/power-bi/create-reports/desktop-templates
