Is there any way to rotate a visual or chart 45.

Hi @HaroldPGray ,

 

Rotation of charts and similar operations are not currently supported in the powerbi report server.


You can try it in excel, refer to the following document.

Rotate charts in Excel - spin bar, column, pie and line charts (ablebits.com)
