Use custom visual MapBox offline

How can I add and use a map to a Mapbox visual for a Power BI report that is in reportserver that's offline.

I have found maps in Json that can work. I'm also open for solutions with other custom visuals using images if that can result in a detailed map.

I'm also interested in using ArcGis offline if anyone has a way of doing that too!

I'm currently working with mapbox which I wish to use in power bi server as well , in case you have the solution toward that , can you share me also ?
