Unable to upgrade report server

Ran into an odd issue when trying to upgrade an on-premise report server from sept > may 2020, have done this on 2 others servers fine without no issues but for some reason when running the same installer it is asking me to enter a product key/install a new instance and not just simply upgrade, any thoughts?
