Three Power BI Reporting Server on one cluster

If we have three power bi reporting server on one cluster, do we need three Fabric F64 reserved capacities or just one would suffice (in-terms of adding the key).

Depending on your situation, you may need one Fabric F64 if each server is lightly loaded
Also for Power BI Report Server Users, if they need to manipulate reports in the Report Server web portal (uploading and downloading reports/configuration refresh)
